Healthy infants and older children are matched to approved adoptive couples by orphanage directors.
Due to the current post-earthquake situation in Haiti, FEC is working closely with partner orphanages to restructure our Haiti Adoption Programs to meet the current needs of the children of Haiti.
Adoption programs in Haiti have resumed. As FEC works to restructure our programs, we continue to work to ensure the humanitarian efforts still necessary to sustain the children cared for in partner orphanages.

Adoption Requirements
- Married Couples: Couples should be married for a minimum of 10 years or be able to document that they have been in a committed relationship for at least 10 years. Both parents must be over age 30. One parent should be over age 35. Both parents should be younger than 55 years old.
- Single Women: Single women must be heterosexual, and be willing to sign a statement to that effect. In addition, single women must be over 35, and younger than 55 years old.
- Single Men: Single men are not allowed to adopt.
- Family Size Restrictions: Families with 0-2 biological children in the home are eligible to adopt. NOTE: Occasionally, exceptions can be made to the age, marital length and family size requirements. These exceptions are made on a case by case basis.
- Must be Home Study approved by a licensed adoption agency in their area.
- Must be approved by FEC.
- Must have received an 171-H (I-600A) U.S. Immigration Pre-Approval.
- Smaller families are preferred.
Additional Considerations
- If both parents are over age 50, the couple must be open to a child over the age of 6.
- If the single parent is over age 50, she must be open to a child over the age of 6.
Referral Information Provided
Referrals are forwarded to FEC with an English translation of the child’s birth certificate, current medical summary completed by the child’s physician, and a short background information page explaining the child’s birth family situation and reason for adoption.
Adoptive families are invited to specify the gender of the child they would like to adopt, if they have a preference. However, specifying gender could mean a longer wait for an infant referral.
